President Jacob Zuma has on Wednesday promised to tackle the "underlying" problems behind the recent xenophobic attacks, as troops were sent in to support police in a crackdown against attacks on immigrants that have left at least seven people dead.
"South Africans are not xenophobic," he said. "If we don't deal with the underlying issues, it will come back."
"We have taken a decision that we don't want to see it again and therefore we are going to be working together with that determination."
Zuma promised of government plans, but said the violence was driven by "criminal elements" as well as friction between foreigners and locals.
